What is the 8171 Web Portal?

The 8171 Web Portal is the official digital platform launched by the Government of Pakistan to help citizens check their eligibility for the Benazir Income Support Programme (BISP) and Ehsaas Program. By entering your 13-digit CNIC number at the portal, you can instantly find out whether you are eligible for the quarterly Rs. 14,500 Kafalat payment, check your payment status, and access information about registration and verification.

The number 8171 refers to both the official SMS shortcode and the web portal address for BISP eligibility checks. When you send your CNIC to 8171 via SMS or visit 8171.bisp.gov.pk, you are accessing the same government database managed by NADRA (National Database and Registration Authority) and BISP.

What is BISP and Who Can Benefit?

The Benazir Income Support Programme (BISP) is Pakistan's largest social protection initiative, providing financial assistance to over 9.3 million low-income families across all four provinces. Established in 2008, BISP currently provides a quarterly cash stipend of Rs. 14,500 to eligible women from low-income households through the Benazir Kafalat program.

Priority is given to female-headed households, widows, divorced women, and families living below the poverty line as determined by the NSER (National Socio-Economic Registry) survey. Eligibility is determined using a PMT (Poverty Means Test) score calculated from data collected during the NSER Dynamic Survey.

How Does the 8171 Eligibility Check Work?

The 8171 eligibility check works by connecting to the BISP and NADRA databases in real time. When you enter your 13-digit CNIC number, the system searches for your household record in the NSER database and returns your current eligibility status. The result can be:

  • Eligible: Your household qualifies for BISP payments and you can collect your payment from designated outlets.
  • Not Eligible: Your household does not currently meet the eligibility criteria based on your PMT score or household data.
  • Under Verification: Your application is being processed and your data is being verified against NADRA records.
  • Pending Survey: Your NSER Dynamic Survey has not been completed. Visit your nearest BISP Tehsil Office to complete it.

8171 Check Online by CNIC - Step by Step

The fastest way to check your BISP eligibility is through the online CNIC check on this page. Simply enter your 13-digit CNIC number in the checker above and click the Check button. You will receive your eligibility status, payment information and next steps within seconds. This method works 24 hours a day, 7 days a week from any device with an internet connection.

If you do not have internet access, you can send your 13-digit CNIC number (without dashes) as an SMS to 8171. This service is free on all mobile networks in Pakistan including Jazz, Telenor, Ufone, Zong and Warid. You will receive a reply within a few seconds confirming your eligibility status.

Frequently Asked Questions

Enter your 13-digit CNIC number in the checker on this page and click Check BISP Eligibility. You will receive your eligibility status immediately. Alternatively, send your CNIC number to 8171 via SMS from any mobile phone - this service is completely free.
The current BISP Kafalat payment is Rs. 14,500 per quarter (every three months). Eligible families receive this amount four times per year. The payment amount is reviewed periodically by the government and may change.
BISP payments are for low-income households as determined by the NSER (National Socio-Economic Registry) Dynamic Survey and PMT (Poverty Means Test) score. Priority is given to women who are widowed, divorced, or heads of household. Families where any member is a government employee or receives a pension over Rs. 10,000 are not eligible.
Eligible means your household qualifies for BISP and you can collect your payment. Not Eligible means your household does not currently meet the criteria - this could be due to your PMT score, household income, or other factors. Under Verification means BISP is currently checking your data against NADRA records and a decision has not yet been made.
You cannot register for BISP online. Registration is done in person at your nearest BISP Tehsil Office. You need to complete the NSER Dynamic Survey with a BISP representative. Bring your original CNIC, your children's B-Forms, and any relevant documentation about your household situation.
BISP payments are collected through biometric verification at HBL Konnect points, designated ATMs and BISP payment centers. You need to visit the collection point with your original CNIC and have your fingerprint verified. The payment is then transferred to you directly in cash or to your BISP wallet.
BISP services are completely free. Nobody is authorized to charge any fee to process, register or update your BISP application. If anyone asks for money, report them immediately by calling the BISP helpline at 0800-26477 (free). Do not respond to WhatsApp messages claiming to offer BISP payments.
Yes. Send your 13-digit CNIC number (without dashes or spaces) to 8171 via SMS from any mobile phone. You will receive a reply confirming your eligibility and payment status. This works on all networks and is completely free of charge.
